The US public school accountability movement

A very weak research study promoted the K-12 Accountability Movement. A very strong subsequent research study showed the Accountability Movement to be unnecessary. This second study was shelved by the Federal Government. This Movement has continued from 1990 to the present with numerous negative features that have seriously weakened K-12 public schools. Among these are high stakes testing, grading of schools (A-F), considerably reduced autonomy for local administrators and teachers, taxpayer money for private schools, and the development of charter schools. Has this development been part of a more general privatization movement in the U.S.?
Dr Dan Kennedy is retired from a career that combined psychology and education spent mostly in university settings (University of Oregon, University of Hawaii, and Florida International University). He was a licensed psychologist for a number of years in Hawaii and Florida. Retirement years have included study of a diverse range of subjects.
